Endeavor Forward, Inc. (EF), a Florida not-for-profit, is seeking is seeking qualifications for the selection of a design-build firm to provide design and construction services to renovate two existing adjacent buildings managed by EF located in Marianna, FL to be used to provide unique training classroom spaces focused on Employment & Independent Living Education. The “West Building” (2660 Endeavor Blvd.) will be renovated to provide job skills training classrooms to prepare students for competitive employment in areas such as automotive technology, hospitality, or manufacturing. The “East Building” (4108 Gov. Rick Scott Drive) will be renovated to provide an independent living classroom to prepare students for independent living. It is the intent of EF to select and negotiate one contract with a firm that meets the requirements outlined in the RFQ.
The design-build firm must include at a minimum a Florida licensed certified general contractor and a Florida licensed professional engineer or architect on the proposed team. The design-build firm shall submit five copies of the firm’s experience and qualifications. Responses will be evaluated by the following criteria 1) Engineering/construction experience(s), with similar facilities, 2) Experience with design-build/construction management projects, 3) Experience of project team, 4) Ability of firm to deliver project in a timely manner. Each factor is eligible for a maximum of 25 points.
Submittals shall be limited to a maximum of thirty-five pages in total including resumes. Submittals must be received by 2:00pm CT, May 22, 2025, at NextStep at Endeavor Academy, 2660 Endeavor Blvd., Marianna, FL 32448. Email requests and questions may be directed to Tammy Dasher [email protected].
Small business and minority businesses, women’s business enterprises, and labor surplus area firms are encouraged to submit proposals, and firms using such subcontractors are strongly encouraged to solicit such firms in the subcontracting process. Any Contracts/subcontracts issued under this procurement must comply with the necessary affirmative steps to assure that minority businesses, women’s business enterprises, and labor surplus area firms are used, when possible, in accordance with 2 CFR § 200.321. The work to be performed under this contract is subject to the requirements of
Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u (Section 3).

Second Public Hearing Notice
The Town of Alford plans to apply to Florida Commerce (FC) for a FFY 2023-24 Small Cities Community Development Block Grant (CDBG) in the amount of $707,758.00 in the Neighborhood Revitalization category. The activities, dollar amounts and estimated percentage benefit to low- and moderate-income persons are as follows:

Parks/Playgrounds: Service Area C-1
The Town of Alford intends to make improvements to their existing Community Park (Service Area C-1). The Alford Community Park is the only one of its kind in the Town and serves a City-Wide need. The Town desires to make improvements in the community park including but not limited to electrical upgrades to the ball park, electrical upgrades to install 50/30/20 amp receptacles in the park which will require new wiring, conduits, fuse boxes and appurtenant components, and construction of a splashpad with required piping, power components, coverings, and benches as part of the installation. Cost of this activity is $572,250.00
The Town of Alford is including additional future needs items as part of the city-wide park project.
Parks/Playgrounds: Service Area C-2
The Town desires to complete additional rehabilitation to the community park by creating more parking by realigning a dirt road that is one of the access roadways to the park. This will include but not be limited to clearing and grubbing, select fill material, grading, and installation of turf/sod/seed. Cost of this Activity is $235,000.00
The Town of Alford does not anticipate that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of the planned activities, the Town of Alford will assist them as described in the Town’s anti-displacement and relocation policy, which is available for review at Town Hall.
A Second Public Hearing to provide citizens an opportunity to comment on the application will be held at the Alford Town Hall, 1768 Georgia Street, Alford, FL 32420, on April 23, 2025, at 5:30 PM CT or soon thereafter. A draft copy of the project application documents will be available for review at Town Hall during normal business hours (9:00 AM – 3:00 PM) on April 17, 2025. Persons wanting to submit written comments regarding the application should submit them by email at [email protected] or in writing by person at 1768 Georgia Street, Alford, FL 32420 no later than 5:00PM CT on April 23, 2025. The application will be submitted to DEO on or before May 02, 2025.

All creditors of the decedent and other persons having claims or demands against decedent’s estate on whom a copy of this notice is required to be served must file their claims with this court WITHIN THE LATER OF 3 MONTHS AFTER THE TIME OF THE FIRST PUBLICATION OF THIS NOTICE OR 30 DAYS AFTER THE DATE OF SERVICE OF A COPY OF THIS NOTICE ON THEM.
All other creditors of the decedent and other persons having claims or demands against decedent’s estate must file their claims with this court WITHIN 3 MONTHS AFTER THE DATE OF THE FIRST PUBLICATION OF THIS NOTICE.
ALL CLAIMS NOT FILED WITHIN THE TIME PERIODS SET FORTH IN SECTION 733.702 OF THE FLORIDA PROBATE CODE WILL BE FOREVER BARRED.
NOTWITHSTANDING THE TIME PERIODS SET FORTH ABOVE, ANY CLAIM FILED TWO (2) YEARS OR MORE AFTER THE DECEDENT’S DATE OF DEATH IS BARRED.
A personal representative or curator has no duty to discover whether any property held at the time of the decedent’s death by the decedent or the decedent’s surviving spouse is property to which the Florida Uniform Disposition of Community Property Rights at Death Act as described in sections 732.216-732.228, applies, or may apply, unless a written demand is made by a creditor as specified under section 732.2211.
